Preventive Measures

Building management organizations should adopt the following preventive measures -

* Establish clear criteria and standard, and keep proper records in selecting suppliers or contractors and accepting goods, services and work
   
* Establish clear payment and fee collection procedures, and maintain accounts and related financial records properly with audit
   
* Document properly the issue of parking labels or resident cards which should be serially controlled with regular patrol and surprise checks to detect malpractices
   
* Draw up clear policy and keep proper records on allocation/rotation of duties/overtime, posting and shifts, and conduct surprise checks
