Pilot Scheme on Advisory Services to Owners’ Corporations

Introduction

To further enhance support for OCs, the Home Affairs Department (HAD) launched a six-month free Pilot Scheme on Advisory Services to Owners’ Corporations (the Pilot Scheme) in May 2018. HAD has engaged a property management company to provide eligible OCs with free advisory services on building management. The Pilot Scheme was welcomed by the participating OCs, which had found the service helpful in promoting more effective building management. HAD has therefore extended the Pilot Scheme for one year from 1 November 2018 to benefit more OCs.

Implementation Period

From 1 Nov 2018 to 31 October 2019

Targets

The main targets of the Pilot Scheme are OCs newly formed or with newly elected management committees or OCs with disputes requiring assistance.

Scope of Services

Under the Pilot Scheme, the HAD has engaged a property management company to provide eligible OCs with free advisory services which include -

  1. Providing advice on and assistance in the daily operation of building management to ensure the compliance with the Building Management Ordinance (BMO) and Codes of Practice (CoP) and the adoption of relevant guidelines;
  2. Attending MC and owners’ meetings to providing advice on procedural matters for conducting the meetings with a view to ensuring that the meeting procedures are in accordance with the BMO and CoP as well as the relevant guidelines where appropriate;
  3. Providing advice and assistance to OCs in tackling building management matters in accordance with the BMO, CoP and the relevant guidelines; and
  4. Providing assistance in the application for building management-related support services and subsidies.
