The Administrative Guidelines on Best Practices on Building Management and Schedule of Briefing Sessions


The Home Affairs Department (HAD) published on 1 January 2019 the Administrative Guidelines on Best Practices on Building Management (the Administrative Guidelines). The Administrative Guidelines contain best practices related to different areas of building management for the reference of owners, owners’ corporations (OCs), owners’ committees (OComms), Deed of Mutual Covenant (DMC) managers and property management companies (PMCs), etc., with a view to assisting them in better fulfilling the responsibilities in managing their buildings. For a better understanding of the Administrative Guidelines, 18 District Offices (DOs) will organise the district briefing sessions from February to April 2019 as appended below. Please contact the respective DOs for more details or enrollment.

# The topic on the “Revised Administrative Guidelines on Best Practices on Building Management” will be incorporated into the scheduled building management related activities.


  1. District Offices have the authority to change or update the details of the briefing sessions.
  2. Briefing sessions will be conducted in Cantonese.
  3. Enrollment should be made to the respective District Offices.
  4. Seats will be allocated on a “First come, first served” basis.
  5. In case the Pre-No. 8 special announcement / Tropical Cyclone Warning Signal No. 8 or above / black rainstorm warning signal is issued and not lifted before 3:00 pm on the day of event by the Hong Kong Observatory, the briefing sessions scheduled to be held will be cancelled without further notice.
