  Community Care Fund - Subsidy for Owners’ Corporations of Old Buildings (Phase III)


It is the responsibility of property owners to manage their buildings. To enhance the support for owners’ corporations (OCs) of old buildings with a view to encouraging the formation of more OCs and promoting better building management, the Community Care Fund (CCF) had launched a programme to provide subsidy to eligible OCs of old buildings (the Programme) since October 2012. Phases I and II of the Programme ended on 30 September 2015 and 30 September 2018 respectively.
   
The Programme has relieved the burden relating to the daily operating expenses of the OCs of old buildings effectively and helped them comply with the relevant legislative requirements.  The CCF rolls out Phase III of the Programme from 1 October 2018.  Two enhancement measures are implemented under Phase III of the Programme, including raising the limit on the annual average rateable value of residential units and raising the maximum amount of total subsidy in the implementation period for each OC, so as to benefit more OCs in need.


Implementation Agency

The Home Affairs Department (HAD) is responsible for the implementation of Phase III of the Programme.


Implementation Period

A period of three years starting from October 2018.


Deadline of Application Submission

All applications must be submitted to the HAD on or before 30 September 2021. The HAD will process the applications on a first-come-first-served basis and has the right to refuse eligible applications when funding is exhausted.


Items Covered by the Subsidy

Fees paid by OCs for registration or filing of any document with the Land Registry as required by the Building Management Ordinance (BMO);
   
Expenses paid by OCs on the annual premium of public liability insurance or third party risks insurance for the common parts of the buildings;
   
Expenses paid by OCs on regular inspection of fire service installations and equipment (excluding expenses on installation, repair and maintenance works);
   
Expenses paid by OCs on regular inspection of electrical installations (excluding expenses on installation, repair and maintenance works);
   
Expenses paid by OCs on examination of lifts (excluding expenses on maintenance and modernisation works); and
   
Expenses paid by OCs on clearance of fire escapes once a year (excluding expenses on removal of unauthorised building works).
   
To ensure that there will be no duplication of assistance for the same purpose, OCs submitting applications for subsidy to the HAD are required to declare that they have not received any subsidy/grant from any government departments or other organisations for the subsidy items and amounts under application.


Level of Subsidy

Eligible OCs may apply for subsidy on an accountable basis in respect of each covered item carried out and expended during the implementation period.  The maximum amount of subsidy is 50% of the actual expenses.
   
Each eligible OC may receive a maximum amount of total subsidy of $24,000 in the three-year implementation period. [Note: All applications must be submitted to the HAD on or before 30 September 2021.]


Eligibility Criteria and Application Procedures

Eligible buildings must meet the following two criteria:
   
Residential or composite (i.e. commercial/residential use) buildings aged 30 years or above
   
Annual average rateable value of residential units:
   
Urban area: not exceeding $162,000 (including Sha Tin, Kwai Tsing and Tsuen Wan)
   
New Territories: not exceeding $124,000
   
The HAD will identify OCs meeting the eligibility criteria, and notify and invite them in writing in October 2018 for application.
   
OCs which do not receive written notification from the HAD but consider their buildings meeting the eligibility criteria may write to the HAD for assessment of their eligibility.
   
Each eligible OC may submit a maximum of five applications in the three-year implementation period.
