Pilot Scheme on Joint Property Management

Introduction

Some old single-block buildings or "three-nil buildings" with a small number of units and insufficient financial resources have difficulties in engaging professional property management company (PMC) for daily building management work. The Chief Executive announced in the 2024 Policy Address that the Home Affairs Department (HAD) launched a one-year “Pilot Scheme on Joint Property Management” (Pilot Scheme) in selected areas in 2025. The Pilot Scheme helps owners of the above buildings to jointly engage the same PMC, share the management costs to obtain basic building management services at a more affordable cost and thereby improving management and living environment.

The Pilot Scheme was first launched on 1 June 2025 in 4 districts, namely, Yau Tsim Mong, Sham Shui Po, Kowloon City and Tsuen Wan. The relevant District Offices appointed non-governmental organisations (NGOs) with building management or related experience and strong local networks to assist in the implementation of the Pilot Scheme. The appointed NGOs contacted the owners’corporations (OCs) or owners of the target buildings in the districts to assist in engaging PMCs to implement "Joint Building Management".

In view of the initial effective outcome of the Pilot Scheme, HAD has expanded the Pilot Scheme to all districts in need for one year with effect from 1 June 2026, including Yau Tsim Mong, Sham Shui Po, Kowloon City, Kwun Tong, Tsuen Wan, Kwai Tsing, North District, Sha Tin, Tai Po, Yuen Long, Tuen Mun, Central and Western District, Southern District, Eastern District and Wan Chai.
